欧大西洋圏では、偽情報対策が安全保障の中核課題として扱われるようになった。しかし実態を見ると、各国の対応は断片的で、制度としての整合性を欠いている。2025年9月に公表されたHybrid CoE（European Centre of Excellence for Countering Hybrid Threats）の研究報告書「Countering disinformation in the Euro-Atlantic: Strengths and gaps」は、そうした現状を体系的に分析した数少ない資料である。EUとNATO加盟国を中心に36主体へアンケートを実施し、23の回答をもとに現場の状況を「Four Lines of Defence（四つの防衛線）」の枠組みで評価している。
四つの防衛線という分析フレーム
Hybrid CoEは、偽情報への対応を段階的な防衛層として捉える。第1線は検知・記録と初期対応、第2線は啓発と免疫化、第3線は社会の弱点修復、第4線は加害者への抑止である。各ラインが連続的に機能して初めて持続的な対策体系が成立する。報告書の特徴は、各層でどの国が何を整備しており、どこが欠落しているかを定量的に示した点にある。
脅威認識の高さと制度設計の遅れ
回答国の八割以上（83％）が偽情報を国家安全保障上の重大な脅威とみなす一方、専用の国家戦略を持つ国は半数に満たなかった。戦略がなければ、担当機関の役割分担や優先順位付け、費用配分の根拠が不明確になる。政府内の調整体制を整備している国は七割に達したが、対外的な説明責任や透明性は依然として弱い。政府の取り組みが国民に十分伝わっていると答えた国は半数未満であり、信頼形成の観点からも課題が大きい。民間との協働はメディアやNGO、学術機関が中心で、プラットフォーム企業の関与は例外的である。偽情報の流通経路を実際に握る主体を政策体系の外に置いたままでは、抑止構造を築くことは難しい。
第1の防衛線：検知と初期対応
七割以上の国が外国起源の偽情報を監視しており、対象はロシア、中国、外国偽情報を広める国内アクターが多い。手法はメディアモニタリングとSNS分析が中心で、AIを活用している国は七か国にとどまる。AIによるボット検知や生成物分析は効果的だが、モデル性能の差が大きく、ベンチマーク共有が進んでいない。数時間以内に反論を出す初動体制を確立している国はわずか八か国で、危機時の対応速度に大きな差がある。さらに問題なのは、影響や成果を測るメトリクスが整っていない点だ。ナラティブの拡散量、世論の変化、行動への影響といった定量指標を欠くため、優先度の判断も費用対効果の評価もできない。研究支援は三分の二の国で実施されているが、人員・予算の不足感は全体に強い。
第2の防衛線：啓発と免疫化
68％の国が啓発活動を実施しているが、効果を定量的に評価している国はほとんどない。既知の偽情報源リストを公開しているのは四か国に過ぎず、透明性の不足が共通課題である。利用される手段は、プレスリリース、教育教材、ワークショップ、SNSキャンペーンなど従来型が中心で、行動科学を活かしたpre-bunkingやユーモア、ゲーム形式の教育は一部に限られる。NGOは八割の国で啓発活動を担うが、政府から十分な支援を受けていると感じるのは四分の一に満たない。カナダの外国干渉調査委員会のように、監視機関や通報ホットラインを制度化した事例は少数だが、持続的な啓発を実施するためにはこうした仕組みが不可欠とされている。
第3の防衛線：社会の脆弱性を修復する
偽情報の拡散を助長するのは、社会のリテラシー不足と制度不信である。報告書では、メディア・リテラシー教育を支援する国は七割に上るものの、学校教育に正式に組み込まれているのは四割程度にとどまると指摘する。オンライン教材や地域講座は存在しても、教育政策としての継続性が欠けている。また、独立メディアや市民社会への財政支援は約三割から四割で、役割に比して資金が不足している。政府への信頼を高める戦略広報を持つ国も25％未満であり、政治的分極を抑える情報発信体制が整っていない。北欧諸国のように教育行政・放送機関・民間団体が一体となった社会的レジリエンス構築の試みは依然少数である。
第4の防衛線：加害者への抑止と制裁
加害者側にコストを与える第四の防衛線は、四層の中で最も遅れている。強固な法的枠組みを持つ国は半数未満で、多くが既存の刑法やメディア法を援用している。具体的手段としては、特定法の適用、ネーミング＆シェイミング、サイト閉鎖、金融制裁、ラベリングなどが挙がるが、制度化された抑止策とは言い難い。欧州人権裁判所は、国家安全保障や公衆安全の観点から一定の表現制限を認める判断を下しており、比例原則を満たす限り抑止措置は可能であるとする。しかし実務上は訴追の困難と資源不足が障害になっている。プラットフォーム企業とのデータ共有や協働が限られている点も大きな弱点だ。
共通するボトルネックと制度疲労
四つの防衛線すべてに共通するのは、恒常的な資源不足である。約四割の国が人員や予算の不足を指摘し、特に官民協働の制度的不均衡が目立つ。実働を担うのは民間側だが、安定的資金を提供する公的仕組みが欠けている。Hybrid CoEは即効性のある改善策として、AIとリアルタイム監視の導入、偽情報源リストと公開報告書の整備、教育カリキュラムの制度化、比例原則に沿った制裁措置の導入、北欧やカナダの制度の横展開を挙げる。いずれも新規の技術ではなく、既存の取り組みを制度として固定化する方向である。問題は新しい手段を発明することではなく、機能している要素をいかに持続させるかにある。
偽情報対策を制度インフラとして捉える
報告書が示すのは「無策ではないが、制度として持続していない」という現実である。偽情報対策を一過性のキャンペーンではなく、通信、教育、司法、安全保障を横断する制度インフラとして設計することが次の段階になる。脅威認識とリソース配分の不均衡、官民協働の未整備、評価指標の欠如といった問題は、欧大西洋だけでなく日本にも共通する。Hybrid CoEの四層モデルは、各国の実情を超えて、偽情報対策を構造的に構築するための指針となる。
