ロシアの偽情報工作に生成AIが本格的に取り込まれつつある。これは、もはや将来的な懸念ではない。英RUSI（Royal United Services Institute）が2025年6月に発表した報告書「Russia, AI and the Future of Disinformation Warfare」は、Telegram上の親ロシア・国家系チャンネルやハクティビスト集団による発言を精査し、AIがロシアの情報戦略のなかでどのように位置づけられ、語られ、利用されているかを詳細に描き出している。
この報告書が提示するのは、AIをめぐるロシアの言説が、単なるツールの活用という次元を超え、国家観・敵対者観・内部批判を織り交ぜた複雑な情報生態系のなかに組み込まれているという事実である。

たとえば、2024年8月のある投稿では、同チャンネルが「ControlNetを理解し、工業的スケールで安定して生成できる人材」を募っていた。これは、生成AIが偶然性に任せる創作ではなく、戦略的制御の下で目的合理的に運用されるべきという思想を反映している。
このような語りは、「AIをどう使うか」という問題ではなく、「AIを通じてどのようなプロフェッショナリズムを演出するか」という問題に接続されている。Wagner系の語りは、他の国家系プロジェクトを「非効率で素人臭い」と揶揄し、自らを「戦略的に洗練されたエリート集団」として位置づけようとしている。
国家製AIへの不満と“内なる敵”の言説
興味深いのは、ロシア国内で開発されたAIツールに対する不信と敵視の語りである。SberbankのGigaChatやYandexGPTは、ロシア政府によって推進されている主力AIモデルだが、親ロシア系チャンネルではこれらに対する批判が相次ぐ。

他方、OpenAIやGoogleといった西側のAIについては、真逆の意味での恐怖と不信が語られている。たとえば、2024年6月には、OpenAIの理事会に元NSA長官ポール・ナカソネが加わったことを受け、「これはAIが軍の道具となった証だ」「利用者はすべて監視されている」とする投稿が拡散した。
こうした言説は、AIをめぐる地政学的構図──すなわち、「西側のAI＝支配と監視の道具」「ロシアのAI＝主権的な語りの武器」──という二項対立を強化する。特にウクライナ戦争は、AI心理戦の実験場として語られており、「ウクライナ軍がAIで偽造した音声通話を使い、ロシア兵の家族に動揺を与えている」という主張まで現れている。
これは、「我々はAIを使う側であると同時に、AIに攻撃される側でもある」という複合的な自己イメージを形成している。つまり、AIは同時に「兵器」であり「危機」であり、「希望」であり「裏切り」でもある。
AIをめぐる批判と自己演出──NoName057(16)の戦略
こうした語りの両義性は、ハクティビスト集団NoName057(16)においても顕著である。この集団は、DDoS攻撃やサイト改ざんに生成AIを応用しつつ、その活動を「西側の報道が取り上げた」こと自体を成果と見なしている。
2024年5月、Googleの研究者が「AIはオンライン偽情報の主要な発生源」とした報道があった際、同集団はこれを引用し、「我々の作戦が効果を上げている証拠」としてTelegramに転載している。ここでは、「監視されること」が「影響力の証」として積極的に再解釈されている。
また、逮捕者が出た際にも「欧州のロシア恐怖症がついに弾圧に至った」として、逆に活動の正当性を強調する。生成AIはここで「威力」の象徴であると同時に、「抑圧される革命技術」として神話化されている。
むすびに──AIが構造そのものを揺るがす
RUSI報告書が明らかにするのは、AIが単なるコンテンツ生産の効率化装置として導入されているのではなく、情報戦の構造そのものを再編しているという事実である。戦術的には、AIは投稿の大量生成・拡散・自動化に活用されている。しかし、より重要なのは、AIをめぐる語りが、国家の正統性、敵対者への認識、さらには内部の忠誠心をめぐる争いに巻き込まれている点である。
生成AIが拡張しているのは、情報空間そのものの容量だけではない。誰が語り、何が語られるかをめぐる正当性の構図である。そこに生じるのは、偽情報が「技術によって作られる」というより、「技術が何を正しいとするか」をめぐる、構造的な対立である。
