シンガポールのシンクタンク、ユソフ・イシャク研究所（ISEAS）が2025年8月に発表したレポート「From Principles to Protocols: Embedding Partnerships into Content Moderation Technologies Against Mis/Disinformation」は、SNSプラットフォームにおけるコンテンツモデレーション技術とマルチステークホルダー連携のあり方について、現在の限界と将来的な構想を整理したものである。執筆者は、ロンドン大学UCLで科学技術政策を研究するBeltsazar Krisetyaで、技術の仕組みと規範のギャップに注目しながら、「partnership by design（設計段階からの協力構造）」という概念を提起している。
外からは見えない技術の中身
このレポートが出発点とするのは、各国の政策文書や国際ガイドラインが「協力」や「連携」といった建前を掲げてはいても、実際にはSNSプラットフォームの内部で稼働しているコンテンツモデレーション技術──特にAIによる自動判定システム──について、外部からの関与がほとんどないという現実である。
たとえば、マレーシアではCMCF（Communications and Multimedia Content Forum）、フィリピンではIACACP（Inter-Agency Council Against Child Pornography）といった多様な主体が協力する制度が存在し、プラットフォーム側でもYouTubeの「Priority Flagger」やMetaの「Trusted Partner」などの枠組みがある。しかしそれらは、あくまで通報窓口や苦情処理といった運用面の話にとどまり、アルゴリズムの設計や判断基準といった根幹部分へのアクセスは許されていない。
どの技術が共有され、どの技術が独占されているか
この問題をより構造的に捉えるために、レポートはモデレーション技術を以下の2つの観点で分類している。
- その技術が、文脈依存型のコンテンツ（たとえば誤情報）にも対応可能か
- その技術が、外部との共有や共同ガバナンスが行われているか
この2軸によって導かれる2×2のマトリクスでは、興味深い非対称性が浮かび上がる。

テロや児童虐待などの明確な違法コンテンツに対しては、ハッシュ共有などによる実効的な国際協力がすでに存在している。たとえばGIFCT（Global Internet Forum to Counter Terrorism）のような枠組みでは、違法コンテンツのデータをハッシュ化し、各社が照合することで再投稿を防いでいる。
一方、誤情報や偽情報といった境界的コンテンツは、そもそも形式的な特徴を持たず、検出可能なデジタルパターンも存在しない。テキストの文脈や意図、視覚表現の微妙な差異が判断を左右する以上、自然言語処理（NLP）や大規模言語モデル（LLM）のような高度な言語理解技術が必要となる。しかし、そうした技術はすべてプラットフォーム企業が自社内で開発・運用しており、外部からの監視や説明要求には応じない構造になっている。
人間の判断は補助的なものにすぎない
文脈の解釈が必要であるならば、当然ながら人間の判断が重要になる。実際にプラットフォームでは、AIの処理に人間の確認を組み合わせる「Human-in-the-Loop（HITL）」方式や、ユーザーが投稿に対して注釈を追加できる「Community Notes」といった仕組みが導入されている。
しかし、現実にはこうした仕組みはモデレーションの中核ではなく、補助的・事後的なものとして扱われている。特に拡散初期に対応できないことから、誤情報の拡散抑止には不十分だと指摘されている。
さらに、HITLといっても外部のファクトチェッカーが関与する場合は例外的で、ほとんどは企業内部のオペレーターが判断する形になっており、外部パートナーとの協力とはいえない。
もう一つの権力：国家による遮断技術
プラットフォーム企業による技術的独占とは別に、国家によるネットワークレベルでの制御も存在する。DNSやIPアドレスのブロック、より精緻なパケット単位での監視（Deep Packet Inspection）などを用いた介入は、すでに東南アジア各国で実例があり、違法コンテンツだけでなくボーダーラインコンテンツにも適用される傾向がある。
つまり、情報統制の技術は、企業側のモデレーション技術と、国家側のネットワーク遮断技術という二つのベクトルで進行している。いずれも、その判断基準や運用方針がブラックボックス化している点では共通しており、市民社会からの関与の余地は限られている。
「partnership by design」という構想
こうした状況に対して筆者が提起するのが、「partnership by design（設計段階からの協力構造）」という考え方である。これは、「安全性 by design」「プライバシー by design」といった近年の政策潮流と同様に、原則や理念をあとから適用するのではなく、技術そのものに埋め込むべきだという発想に基づいている。
たとえば、NLPやLLMのように判断の透明性が問われる領域では、今後、Explainable AI（XAI）による根拠提示の義務化が可能性として挙げられる。また、どの技術領域にどのような形で外部の関与を求めるかは、政府が明示的に指針を示すべきだとしている。
そして、既存の成功例──GIFCTやC2PAのように、企業主導で他の企業や団体が参画する形式──から学べば、実効性のある制度設計も不可能ではないと示唆している。
まとめ：規範からコードへ
このレポートは、モデレーション技術におけるマルチステークホルダー協力の「限界」だけでなく、「可能性」についても整理している点に特徴がある。とくに、どの技術に対して誰がどこまで関与可能なのかという具体的な整理は、これまでの抽象的な議論とは一線を画す。
そして何より、単に規範を唱えるだけでは不十分であり、それをコードレベル──すなわち、アルゴリズムや技術設計そのものに翻訳していく必要があるという問題提起は、今後の誤情報対策にとって避けて通れない視点である。モデレーションの技術的構造を可視化し、それに制度的手当てを与えるための議論は、ようやく出発点に立った段階といえる。
