Hybrid CoE（欧州ハイブリッド脅威対策センター）が2025年に出したリサーチレポート第15号「Countering disinformation in the Euro-Atlantic: Strengths and gaps」は、EU・NATO圏の偽情報対策を全体像として把握しようとした調査だ。特徴は「Four Lines of Defence」という枠組みに沿って各国の施策を整理し、どこが強く、どこが脆いのかを浮き彫りにした点にある。調査は36か国とEU・NATOに配布した62問のアンケートと、実務者ワークショップの知見を組み合わせている。
四層防御という考え方
偽情報対策を四つの防御線に見立てて整理している。

- 第三線（Line 3）：社会的弱点（制度不信、低いリテラシー、SNSの構造など）の補修

この枠組みに沿って見ると、各国の到達度と欠落が鮮明になる。
Line 1：監視はあるが、影響評価と即応は弱い
対外偽情報を体系的に監視していると答えた国は7割を超え、国内に対しても同規模。外務省などの官庁だけでなく、メディアやNGO、学術機関が関与している。ただし影響評価の仕組みとなると、確立している国はごく少数にとどまる。偽情報の拡散規模や世論への影響を測る指標は存在するが、日常的に運用されてはいない。
迅速な反駁体制も弱い。定立された仕組みを持つ国は4割未満で、リソース不足が大きな制約となっている。実際、Line 1に「十分な資源がある」と答えた国は皆無だった。
Line 2：キャンペーンは多いが効果が見えない
約7割の国が注意喚起キャンペーンを行っている。しかし「有効性に自信がある」と答えたのは半数未満にとどまる。短期的に広く情報を届ける手段としては有用だが、長期の教育やリテラシー育成と結びつかない限り持続的な効果は期待できないという。
Line 3：社会の弱点を直す取り組みは不均一
制度への信頼の低さやメディアの脆弱化といった「攻撃されやすい構造」に介入する施策が求められている。だが各国の対応はばらつきが大きい。プラットフォームとの協力も散発的で、削除要請やデータ共有、ラピッド・アラート、虚偽ラベル付与などの試みはあるが、継続的な枠組みには至っていない。
Line 4：最も遅れている制裁と抑止
加害者側にコストを課す仕組みは全体で最も弱い。法律の強靭さに自信を持つ国は2割程度、抑止効果について肯定的なのは15%ほどに過ぎない。表現の自由への懸念や社会的合意の欠如が背景にある。
しかしバルト諸国やウクライナでは進展が見られる。リトアニアはロシア支持の歌手フィリップ・キルコロフの入国を国家安全保障の観点から禁じた。オーストリアではワクチン無効発言を繰り返した医師クラウス・ビエラウに罰金が科され、欧州人権裁判所は国家側の措置を是認した。こうした事例は、一定の場合に言論制限が比例的で適法と判断されることを示している。
各国が挙げる実際の手段は、虚偽通報やヘイトスピーチに関する既存法の適用、命名羞恥、ウェブサイトやチャンネルの削除、財務制裁、収益剥奪、会見アクセス制限など多様だが、資源も制度も不十分という自己評価が目立つ。
共通する課題：資源不足と協働の欠如
全ラインに共通するのは「人員と資金が足りない」という声だ。およそ4割の回答が資源不足を指摘している。もう一つの弱点は、政府と市民社会・学術・メディアとの協働メカニズムが制度化されていないこと。監視やキャンペーンには多様な主体が関与しているにもかかわらず、情報共有や連携が断片的にとどまっている。
総括
ユーロ・アトランティックの偽情報対策は、監視と記録の仕組みは整いつつあるが、影響評価や迅速反駁、制裁の実効性は弱い。そして何よりも、あらゆる段階で資源不足がボトルネックになっている。AI活用は3割程度にとどまり、プラットフォームとの協力も継続性を欠く。
レポートは、(1)資源の増強、(2)協働の制度化、(3)加害者抑止ラインの強化、(4)先進ツールとAIの導入を主要な勧告としている。制度設計と現実の実装の間に横たわるギャップが、いまの欧州における偽情報対策の核心だといえる。
