　先月の第50回衆議院選挙で与党が過半数を割り、政治の世界が慌ただしくなっています。国民民主党が提案する「103万円の壁問題」の解消に向けた基礎控除の引き上げ（103万円から178万円へ）が政策論議の焦点となっています。

　この減税政策には「ばらまきかどうか」「財源はどうするのか」という論点もありますが、特に興味深いのが「高所得者優遇かどうか」という議論です。所得額が高いほど控除額も大きくなる一方、控除による減税効果を率で見ると高所得者ほど小さくなります。このため、どの観点を重視するかによって見方が分かれるのです。そもそも、所得税を多く納めている人ほど控除額も大きくなるのは自然なことだと考える人もおり、その場合「優遇」とは言えないとの主張もあります。こうした考え方の違いを前にすると、ファクトチェックも一概に定義することが難しいケースだと言えますが、定義が明確になれば判断も可能です。

　こうなると、「高所得者優遇かどうか」という点は問題定義が曖昧であるため、見方の違いと捉えられますが、主張の一貫性に疑念を持たれることは避けられません。

　ただ、10年も経過していれば、党の立場が変わることもありますし、Xで批判した議員は2014年当時議員ではありませんでした。立場の変化は自然なことですから、こうした事実を隠すのではなく、堂々と対処する方が信頼性も保てるように感じます。
