Union of Concerned Scientists（UCS）が2025年5月に発表した報告書『Decades of Deceit』は、主要化石燃料企業による気候科学否認と制度的責任回避の構造を、60年にわたる文書・証言・証拠記録に基づき体系的に検証したものである。中心となるのはExxonMobil、Chevron、Shell、BPなど、投資家所有型の大手石油・ガス企業である。

1970年代から確立されていた社内科学
報告書は、Exxon社内のJames Blackによる1977年のメモや、Shellの1988年の社内報告書などを引用し、企業がCO₂排出と気候変動の関係について、数十年前から正確に予測していたことを立証する。Exxonは独自の気候モデルを開発しており、その予測は今日の観測とほぼ一致していた。
1980年には全米石油協会（API）がタスクフォースを組織し、業界横断で科学情報を共有していたことも記録されている。企業は気候変動を「知らなかった」のではなく、「正確に理解したうえで、外部には伝えなかった」。
否認と政治妨害への転換
知識の獲得と同時に、戦略は「対応」ではなく「否認」へと転じていく。とくに1998年のAPIロードマップ文書は、「気候科学の不確実性を一般市民に印象づける」ことを目標とし、特定の学者を育成・配置するなどの戦術を明示している。
以後、Chevron、ExxonMobilなどが資金を提供した複数のフロント団体──WSPA、IPAA、Energy in Depthなど──が、再エネ政策の反対広告、アストロターフ型世論工作、報道操作を展開していく。
情報操作はサイバー空間へ移行する
2015年以降、UCSやRockefeller Family Fundを含む複数のNGOがハッキングの標的となり、メールや内部資料が盗まれた。盗まれた情報の一部は、Energy in Depthの記事やWall Street Journal経由で報道に転用され、さらにExxon側の訴訟資料として使用された。
米司法省の提出文書によれば、このハッキングはDCI Group（Exxonのロビー会社）から1600万ドル以上の資金提供を受けた企業ネットワークにより行われていた。報告書はこれを「構造的訴訟妨害」と位置づけている。
現在の焦点は金融・制度領域へ
ESG投資や気候関連財務開示に対しても、化石燃料業界は政治的・法的反撃を進めている。特にSECやカリフォルニア州の開示義務化をめぐっては、業界団体による訴訟、ALECによる州法提案、さらにはExxonによる株主への訴訟提起（2024年）といった動きが見られる。
2025年には政権交代のもと、SECが開示規則を事実上撤回し、トランプ政権による大統領令が州レベルの環境訴訟を直接的に妨害する事態に至った。
UCSが示す6つの要求
報告書の末尾でUCSは、以下の6項目を企業に求めている：
- 偽情報とグリーンウォッシングの即時停止
- 科学的政策形成に対する妨害活動の終結
- 気候災害・移行費用に対する公正な費用負担
- 気候・社会・経済リスクの全面的開示
- 化石燃料からの公正かつ迅速な撤退計画の実行
- 人権・先住民族の権利の尊重、SLAPP訴訟の中止
これらは企業行動の要請にとどまらず、制度設計・規制基盤に組み込むべき項目として提示されている。
