この報告書は、Wikipediaの理念、仕組み、実際の運用、そして数々の「失敗」事例を徹底的に検証したうえで、構造改革の必要性を強く訴えている。特に注目すべきは第4章にあたるケーススタディ群であり、Wikipediaがいかにして国家、団体、個人の評判や安全に実害をもたらしうるかを、実例をもって示している。
「群衆の知性」は無謬ではない
Wikipediaの編集モデルは、「誰でも参加できること」を前提にしながらも、編集者の身元確認も専門性チェックも行われない。寄稿は匿名可能で、レビュー機構も事後的かつ限定的である。この「開かれた構造」が一方で編集合戦、政治的操作、悪意ある情報操作の温床になっていることは、報告書が挙げる多くの事例から明らかだ。
クロアチア語版「乗っ取り」：国家レベルの歴史修正
2011年から2021年までの10年間、クロアチア語版Wikipediaは極右勢力によって実質的に「占拠」されていた。ナチス協力政権の美化、収容所の歴史否定、反中絶・反LGBTプロパガンダの展開が日常的に行われ、穏健な編集者は排除された。Wikimedia財団は「各言語版の自律性」を理由に、ほぼ黙認を続けたという。
編集の「偏向」は組織的に実行される
ADL（名誉毀損防止連盟）による調査は、Wikipediaの中で組織的に反イスラエル編集が進められている事実を暴いた。特定の編集者集団が、出典の削除、用語選定の誘導、議論空間の占拠を通じて、ハマス擁護とイスラエル批判を増幅させていた。こうした事例は、Wikipediaが情報戦の舞台になり得ることを如実に示している。
「被害者」は公人から私人まで
日本ではあまり報道されていないが、Wikipediaがもたらす被害は政治家や国際問題に限らない。報告書では、フランス元大統領夫妻に保護された難民女性、実業家、アーティスト、ジャーナリストなど、さまざまな立場の個人が名誉を傷つけられ、訂正要求も無視される事例が多数紹介されている。しかも、多くのケースで法的救済は難しく、被害は放置され続ける。
「誤情報プラットフォーム」としての構造的欠陥
Wikipediaは法的には「ホスティングサービス」であり、投稿内容に対する直接の責任は負わない。だが、EUのDigital Services Actでは、非常に大規模なオンラインプラットフォーム（VLOP）として、誤情報対策の責務が課されている。それにもかかわらず、報告書はWikimedia財団がその責務を果たしていないと断じている。
提案される対策：倫理教育と責任編集者の導入
報告書は、Wikipedia全体を否定するわけではない。あくまでその構造的な弱点に対して現実的な改革案を提示している。提案されているのは：
- 投稿者への法的・倫理的な基礎教育の義務化
- 各言語版における明確な「編集責任者」の設置
- 訂正要求や「反論権」の公式受付窓口の設置
- 敏感なトピックに対する事前レビュー制度
いずれも、自由な編集と責任ある情報発信のバランスを模索するものである。
Wikipediaが持つ力はまさに「巨大」だが、それが「制御不能」であってよい理由にはならない。Wikipediaを信頼する読者、AIモデル、検索エンジン、ジャーナリスト――その誰もが、構造的誤情報のリスクにさらされている。この報告書は、Wikipediaの理念と現実のギャップに光を当て、その是正に向けた議論の起点を提供している。
