実際の拒否事例も報告されている。戦略対話研究所（ISD）は2025年初頭、ドイツ選挙での政党に対するオンライン反応を調べるために、DSA（デジタルサービス法）第40条に基づきXにデータ提供を申請した。しかしXは必要以上の書類を要求し、法的根拠も示さず拒否した。TikTokでも同様で、申請の半数近くが却下され、承認された場合でも同じ検索クエリで結果数が毎回違うなど、実質的に使い物にならない状態だった。
この「データ砂漠」によって、研究者はアルゴリズムが実際にどのように情報を推薦し、誤情報がどう拡散しているのかという基本的な問いに答えられなくなっている。プラットフォームは「透明性」を装いながら、実際には監視の目を閉ざす方向に進んでいる。
研究者への攻撃
報告書が強調する二つ目の危機は、研究者自身に対する攻撃だ。
米国の研究者Nina Jankowiczは、偽情報研究と政府での職務をきっかけに標的となり、日常的に死の脅迫やディープフェイクポルノの被害を受けていると証言している。講演の告知さえ安全上できないという。
パレスチナのデジタル権利研究者Ahmad Qadiの状況はさらに苛烈だ。彼が所属する7amlehは、資金提供者への圧力や「テロ組織」とのレッテル貼りを通じて研究そのものを封じ込められそうになっている。移動は検問で妨害され、端末は押収され、事務所近くにはコンクリートバリケードが立ち塞がる。彼の研究テーマである「パレスチナ人コンテンツの検閲」や「イスラエルのサイバー作戦」は、研究対象であると同時に生存のリスクにも直結している。

欧州でも状況は好転していない。Horizon Europeは2025〜2027年にかけて21億ユーロ削減される予定で、71%の質の高い研究提案が予算不足で却下されている。政治的に「争点化しやすい研究」—誤情報やプラットフォーム批判—は資金対象から外される傾向が強まっており、研究者はテーマ変更を余儀なくされる。
