この手法の意味は単に技術的ではない。報告書はこう書く——「AIは真実を決めるのではなく、真実が社会をどう動かすかを観察する」。ElectionWatchの成果は、AIがナラティブを“時間軸をもつ社会現象”として捉える点にある。ファクトチェックが個々の誤りを正す仕事だとすれば、ElectionWatchはその“誤りが持つ社会的効果”を測る仕事に変わった。
同じ章にはフランスのScience Feedbackの試みも紹介される。彼らは気候変動否定論やワクチン関連の誤情報を対象に、放送とオンライン双方でトラッキングする「Climate Safeguards」を運用した。AIはテキストだけでなく映像・音声のメタデータを統合し、誤情報がどの媒体でどれだけ流通しているかを比較可能にした。特筆すべきは、同システムが「ほぼオープン」と呼ばれる形で各国にレプリケーション可能な仕様を公開していることだ。ブラジルでの試行に続き、ポーランドやスペインへの展開も進んでいる。Science Feedbackは、AIを「検証の強化」として位置づけ、完全自動化を拒否しつつも持続的に運用できるアーキテクチャを整えた。
この二つの事例が示すのは、AIが「真偽判定の自動化」ではなく「社会構造の観測」へと進化しているということだ。CCIJのElectionWatchは、まさにAIを認識装置として使う報道の新しいかたちである。
AIが使える社会と使えない社会——透明性と公開の閾値
報告書の後半で最も印象的なのは、AIを導入できるかどうかが技術力ではなく制度の透明性に依存しているという現実だ。

この三つの事例は対照的だ。CINSは制度の不透明さに阻まれ、CalMattersは透明性を制度として拡張し、Full Factは透明性を内部規範として保守した。AIが使える社会と使えない社会の分岐は、技術の有無ではなく、制度がAIに耐える構造を持っているかどうかにある。

本報告書全体を貫くメッセージは明確だ。AIを導入することは、新しい編集制度を設計することである。成功したプロジェクトに共通するのは、①課題起点設計（problem-first design）②人間中心構造（human-in-the-loop）③ローカル文脈への適合④出典と透明性の確保⑤アーカイブや既存資源の再利用、の五原則である。Vera FilesやRaseef22はAI倫理を制度として固定し、CCIJはAIを社会の認識装置に変え、Full Factは信頼の閾値を制度化した。これらはAIの“精度”では測れない。むしろ小規模であることが、設計思想をむき出しにする。
AIを使うジャーナリズムとは、コードの精密さより、制度の緻密さを問う営みである。報告書が描く小さなニュースルームの実験は、世界の報道機関に対して、AIを導入するか否かではなく、AIをどのように社会的に位置づけるかが問われている。
