2025年4月28日、スペインとポルトガルを襲った大規模な停電。その影響が続くなか、事実確認が追いつかない隙を突くようにして、多言語・多媒体にわたる偽情報が爆発的に拡散した。EDMO（European Digital Media Observatory）は、ファクトチェック団体Maldita.esが中心となって実施した詳細な調査「Disinformation about the blackout went around the world: impersonated media, rare atmospheric phenomenon and Russian networks」（2025年5月8日）を紹介し、ロシアのプロパガンダネットワークやメディアなりすましの手口を分析している。
最初の偽情報は「フォン・デア・ライエン発言」
停電からわずか23分後、ポルトガル語で書かれた「CNNの記事」がFacebookに投稿された。そこでは、欧州委員会のフォン・デア・ライエン委員長が「ロシアによるサイバー攻撃が原因」と述べたとされていたが、実際には存在しない発言であり、CNNも記事自体を否定している。にもかかわらず、この誤情報は英語・スペイン語・ポーランド語・ロシア語・インドネシア語などに展開された。

午後4時ごろからは、ポルトガルの送電事業者RENが「稀な大気現象」に言及したとする報道が登場する。出典とされたのはReutersの速報だが、当該アラートは後に削除され、RENもそのような発言はしていないと否定した。同時刻には「誘導された大気振動（induced atmospheric vibration）」という新たな偽説明も拡散された。これらはCNNポルトガル、Sky News、BBCなどでも報じられたが、訂正がなされたのは一部にとどまる。
衛星画像と「全域暗転」の演出
暗転したイベリア半島の衛星画像と称されるビジュアルも流布されたが、いずれも誤りであった。NASAの公開データでは部分的な影響にとどまり、投稿された画像には日中にもかかわらず「夜の光景」が映っている例があった。これらの画像はロシアのプロパガンダメディア「Pravda」によって拡散され、ロシア語、フランス語、イタリア語などで展開された。
偽装メディアによる「マトリョーシカ作戦」
停電翌日の夜には、Telegram上に『The Independent』や『France24』を装った投稿が現れた。内容は「EUの対ロ制裁が停電の原因」とするもので、これはロシア発の情報操作「Operation Matryoshka」の一環とされる。この作戦では、偽の報道を流布したうえで、検証要請を装ってファクトチェッカーのリソースを消費させる構造になっている。
脱原発政策への攻撃と映像の誤用
停電当日、スペイン語で出回った映像には「原発解体を祝う作業員」の姿が映し出されていた。だが、実際には2022年に閉鎖されたラ・ロブラの石炭火力発電所の解体映像であり、原発ではない。この映像は「グリーン政策による停電」といったナラティブと結びつけられ、欧州の脱原発を批判する形で拡散された。
評価と論点
本報告書は、単なる誤情報のカタログではなく、「事実未確定の時間帯に、メディアとSNSの結節点を突いて仕掛けられる操作」の構造を提示している。とりわけ、既存メディアの速報性に寄生する形でのなりすまし、あるいは既知の偽情報ネットワーク（Pravda等）と偽装プラットフォーム（Telegram等）の連携は、近年の偽情報作戦の典型的な手口を体現している。
