ハイチにおける報道の自由は、抑圧されているというより消去されている。米州人権委員会（IACHR）の表現の自由特別報告官が2025年5月9日に発表した報告書「Special report on the situation of press freedom in Haiti」は、記者の殺害、拷問、誘拐、国外逃亡、そして「silenced zones（沈黙地帯）」の拡大といった深刻な状況を、制度的空洞の中に位置づけて報告している。報道機関はもはや民主主義の担い手ではなく、国家の残骸を背負わされた代行者として暴力に直面している。
「国家の不在」と「報道の消滅」が同時に起きる場所
報告書が描くハイチの現実は、多次元的危機というより統治不能な断片の連なりである。2018年以降、選挙は実施されず、最高裁も議会も空席のまま。国家警察（HNP）はほとんどの地域でギャングに実効支配を奪われ、ポルトープランスの8割以上が武装集団の支配下にあるとされる。
このような領域では、記者が現場に赴くことすら不可能となり、記録も発信も行えない。「silenced zones」とは、報道が物理的に“届かない”空間であり、制度的主権が剥奪された地理的穴である。
焼かれた記者、亡命するメディア
報告書には、暴力の質に関する極めて具体的な記述がある。
- 2022年9月：Frantzsen Charles と Tayson Lartigue、ポルトープランスでの取材中に殺害。遺体は焼却され回収不能。
- 2022年10月：テレビ司会者 Garry Tesse が拉致され、裸で切断され焼かれた遺体として発見。
- 2023年：記者 Maxo Dorvil はギャングからの「報道税」要求に応じず、二度襲撃され国外逃亡。
- 地方ラジオ局 Radio Antarctique などが襲撃・焼失し、報道資料も含めて記録が全消滅。
これらの事件はいずれも未解決のままであり、司法制度の空白が暴力を日常化している。
沈黙地帯とディアスポラ・ジャーナリズム
報道不能領域の拡大により、メディア活動の地理的中心は国外に移動している。国内にとどまる者は地下化し、国外に逃れた者はハイチ系ディアスポラ・メディアとして報道を継続。だが、その過程で取材対象との接触が失われ、現場不在の情報空間という新たな課題が発生している。
報道の自由は単に「言えるか否か」の問題ではなく、「知ることが可能かどうか」「記録が残るかどうか」という、認識の制度条件そのものに関わっている。
国際支援の条件としての報道機能
報告書は、2024年以降に展開された多国籍治安支援ミッション（MSSM）と、同年発足した暫定大統領評議会（CPT）に言及しながら、国際社会が報道の自由を制度再建の前提条件と見なしている点を強調する。すなわち、
「報道なきところに選挙は成立せず、統治正統性も生まれない」
という構図であり、報道の自由は今や再国民化と主権回復の鍵として扱われている。
評価：報道を制度の外皮として見る
この報告書の本質的意義は、報道の自由を「権利」ではなく制度の維持機構として再定義している点にある。国家が機能停止した際、報道こそが唯一の監視機構・記録装置・国際的可視化手段として残る──そのために狙われ、焼かれ、消される。
ハイチはその最前線にある。報道が沈黙するというより、報道が沈黙させられた場所を“国家”が見捨てていく。その構造的関係を暴き出すという点で、本報告書は制度論・メディア論・暴力論すべてに通じる重要な一次資料である。
