治安装置としての援助空間
報告書がまず示すのは、援助が行政サービスの一部ではなく、治安管理の延長として扱われていたという構図である。ガザで活動する NGO（国際・現地を問わず）は、社会開発省や農業省といった担当省庁と連携しつつ、内務省を通じた治安面での統制を受けていたと描かれる。

報告書が特に強調するのは、国際 NGO の現地責任者層を「保証人（guarantor）」として位置づけ、内務省と NGO をつなぐ窓口として管理する仕組みである。

Oxfam の灌漑事業では、国境地帯に近い地域での調査が軍事情報部の承認対象とされ、質問票の 13 項目が削除された。削除理由には「抵抗活動に関わる情報が出る可能性」や「政治的傾向が明らかになる危険」などが挙げられる。
Mercy Corps の現金給付事業では、受益者の多くが社会開発省・農業省の名簿をもとに選ばれ、調査員の身元情報を内務省に提出することが求められていた。また“Return March 負傷者”に関する質問が削除対象になり、調査が扱える領域が制限されていた。
ANERA のインフラ事業では、予定地が「抵抗活動が存在する区域」に該当するとされ、掘削計画や地図が軍事情報部の承認対象になった。
いずれも、事業自体を禁止するのではなく、データ収集の内容や方法に治安上の制約が加えられている点が共通する。
財務監査と制裁
財務・行政情報へのアクセスも統治の対象になっていたと描かれる。Save the Children の監査拒否に関する文書では、協力が得られるまでプログラムへの制限を課すよう命じられ、ANERA の監査では「多くの財務違反」が記録される。International Medical Corps は財務・行政報告の未提出を理由に一週間の事務所閉鎖措置を受けたとされる。
これらの文書は、援助活動の透明性と財務面が治安部門の監督の範囲に含まれていたことを示す。
NGO の沈黙として扱われる行動
Norwegian Refugee Council（NRC）の事例では、住民が「床の陥没は地下トンネルのせいか」と尋ねたところ、NRC 職員も外国人代表団も回答しなかったという記録が引用される。報告書はこの沈黙を「民家下のトンネルを知りながら黙認した例」と読むが、ここには「質問に答えない」という行動が、統治機構・住民・国際 NGO の立場によって異なる意味づけを受けうるという問題がある。
二層の編集プロセスが生む像
