これらの法案が通過した経緯自体も問題とされる。2024年末には、プライバシー法やソーシャルメディア最低年齢法を含む32本の法案が、わずか数日間で一挙に成立した。公聴会や市民参加の余地はほとんどなく、政治的取引による強行採決が横行した。さらに右翼過激主義だけを対象にした議会調査では、非暴力的な思想表明まで規制対象に広げかねない設計が盛り込まれており、表現の自由を脅かす危険性が指摘された。
