まとめ：制度不在と技術導入の非対称が生む人権リスク
APC報告書が描くのは、多数の問題が独立して並列する状況ではない。SIM登録制度と生体情報の集中、データ保護法の不在、サイバー攻撃の多発は相互に関係し、監視リスクとデータ流出リスクが同時に増大している。AI生成偽情報と選挙混乱は結びつき、政治参加のジェンダー化を加速させる。TFGBVはオンライン空間から特定集団が退出していく構造をつくり、情報環境を偏ったものへと再編する。文化的背景を理解しないモデレーションは表現の自由を実質的に侵害し、先住民族の身体表象を可視性の外側へ追いやる。これらはすべて、制度整備の遅れと技術導入の速度が乖離した環境で顕在化する連鎖的現象として理解すべきである。
