2024年に国際司法裁判所（ICJ）で出されたウクライナ対ロシアの二つの判決は、法廷での争いであると同時に、情報空間をめぐる戦いでもあった。
ロシアはこの裁判を「勝つため」ではなく、「負けなかったことを印象づける」ために利用している。重要なのは、裁判の中身ではなく、その“伝わり方”なのだ。
以下で紹介するOSINT for Ukraineにより2025年3月に公開したレポート『Ukraine v. Russia: Examining Disinformation Narratives Around the ICJ Cases』は、ICJ判決をめぐる偽情報の生成と拡散の構造を精緻に分析している。そこから見えてくるのは、法律用語・証拠の定義・SNS言語・メディアのタイトル……あらゆる要素が偽情報の燃料となる、重層的な情報戦の構図である。
証明責任の逆転と「していないことの証明」という罠
ジェノサイド条約に関するウクライナの訴えに対し、ICJは「ウクライナがロシア語話者へのジェノサイドを行っていないこと」を証明する責任をウクライナ側に課した。
本来であれば、ジェノサイドを主張したロシア側に証拠を求めるべき構造が、反転してしまっている。
このねじれをロシアは利用する。「裁判でジェノサイドが争点になった」という事実だけで、「ウクライナは怪しい」と印象づけるためだ。証拠がなくても、「疑いをかける」だけで情報戦では十分な効果がある。
“オープンソース証拠”の悪用と「証拠らしきもの」
ロシアが今後提示する可能性があるのは、SNS投稿や政治家の発言といった“オープンソース”情報。南アフリカがイスラエル提訴で使った「アマレクを滅ぼせ」と叫ぶ兵士の動画が、証拠として受理されたことが前例となる。
ロシアが引用しそうな人物の一例として、極右政治家イリーナ・ファリオンが挙げられる。彼女の発言を切り取り、「ウクライナには排外主義的な空気がある」と構成すれば、それらしく見える“証拠”の出来上がりだ。
重要なのは、ICJが最終的に認定しなくても、裁判の過程でこうした素材が引用されるだけで、SNS上では「国際裁判で取り上げられた」という形式的正当性が生まれてしまう点にある。
SNSのナラティブと「勝敗の物語」
ICJの判決後、SNS上には「ロシアの勝利」「ウクライナの敗訴」といった定型句が大量に拡散された。代表的なものには以下のようなものがある：
- 「ICJはロシアを侵略国とは認めなかった」
- 「ウクライナはジェノサイドを認定されかけている」
- 「DPR/LPRはテロ組織ではないとICJが明言した」
これらはロシア外務省の公式声明と一致しており、情報統制されたナラティブがSNSに流れ込む過程を如実に示している。裁判結果そのものよりも、「勝敗をどう語るか」の戦略が主戦場になっている。
メディア見出しが偽情報の導火線になる
偽情報は意図的な嘘だけではない。たとえばReutersやFrance24が使った見出しはこうだ：

- “ICJ rejects most of Ukraine’s ‘terror’ case against Russia”（Reuters）

情報空間の主戦場化
