文書の後半で再配置されるのは、従来“周辺領域”として扱われてきたメディア・教育・市民参加を、民主制度の構造要素として制度化する設計である。
メディア領域では EMFA によって公共放送の独立性、財政透明性、所有構造の開示が義務化される。DMA と競争政策は広告市場の透明性を確保し、プラットフォーム依存による視認性の偏りを軽減する。Media Resilience Programme はローカルメディア・調査報道への財政支援を制度化し、地域の情報基盤を民主制度の一部として扱う。
教育領域では、Basic Skills Support Scheme がリテラシー、デジタル技能、批判的思考を“基本技能”として定める。 教師向けガイドラインには生成AI、SNS構造、情報操作技術が組み込まれ、学校教育が民主防衛の基盤として配置される。
市民参加では European Civic Tech Hub が新設され、地域のEUROPE DIRECTセンターが民主レジリエンス拠点として制度に組み込まれる。市民参加を民主制度の“入力装置”として扱い、影響操作に対する社会的耐性を作る枠組みである。
結語
European Democracy Shield は、攻撃の分析、情報空間の監視、AIとプラットフォームの規制、選挙制度の防護、メディア・教育・市民社会の再配置、国際協力を一つの体系に束ね、民主制度を“守るべきインフラ”として扱うEU文書である。ここで示されるのは、偽情報対策ではなく、制度としての民主主義を継続的に維持・防御するための構造的再編である。
