だが、いま振り返るなら、あの時問題だったのは「情報の欠如」や「対応の遅れ」だけではない。そもそも、なぜあれほどの誤情報が、あれほどの速度と規模で可視化されていったのか。2025年7月に英国下院の科学・技術・イノベーション委員会が発表した報告書「Social media, misinformation and harmful algorithms（HC 441）」は、この問いに真正面から取り組んでいる。
「制度外」にある拡散メカニズム
本報告書が描く構図は、これまでの制度内分析とは一線を画す。焦点は、SNSプラットフォームのアルゴリズム設計と収益モデルそのものにある。Southport事件を契機に拡散した「Ali Al-Shakati」という偽名や、「移民による組織的犯行」といった憶測が、なぜ何百万ものユーザーの目に触れることになったのか──それは、センセーショナルで扇動的な投稿がエンゲージメントを稼ぎ、広告インプレッションを生むという収益構造と不可分だった。

興味深いのは、2023年に成立したOnline Safety Act（OSA）に対する評価である。報告書は、「OSAが完全に実施されていたとしても、Southportでの情報爆発は防げなかっただろう」と明言する。その理由は明確だ。OSAが規制対象とするのは、基本的に「違法コンテンツ」か「子どもに有害な内容」に限定されており、Southportで拡散したような「合法だが有害」な投稿は規制の網の外にある。しかも、OSAはユーザー個人の表現に重点を置くが、実際に問題を引き起こしているのは「プラットフォームの設計そのもの」だという指摘がなされる。
これは、制度の枠組みと現実の情報拡散メカニズムとの間に、深い乖離が存在することを意味している。
「設計責任」という論点の浮上
報告書が打ち出す提言は、従来の“モデレーション強化”のような表面的対応とは異なる。たとえば：
- レコメンドアルゴリズムの外部調査：どのような設計がどう有害情報を拡散させたのかを検証可能にする。

Southport事件をどう捉えるかは、情報の真偽や暴力の動機を超えて、われわれがどのような制度の中で、どのように設計された情報にさらされているかを問う問題に変わりつつある。科学技術委員会の報告書は、情報の「内容」ではなく、「構造」に責任を問う。その視点は、今後の偽情報対策の本質的論点となるだろう。
