2025年5月18日に実施されたポルトガルの総選挙は、SNS上での政治情報の流通と偽情報の影響を記録する上で、きわめて重要なケースとなった。MediaLab CIES_Iscteと国家選挙委員会（CNE）による報告書「Portuguese General Elections 2025 – Information and Disinformation on Social Media」は、この選挙戦におけるオンライン言論空間の構造を詳細に分析している。特に注目すべきは、極右政党Chegaとその党首アンドレ・ヴェントゥーラの存在感である。彼らのSNS上での突出したパフォーマンスは、既存メディアや制度的政治と別軸で展開される「もう一つの選挙戦」を可視化した。
フォロワー数と投稿の量──Chegaとヴェントゥーラの支配力
2024年から2025年にかけて、政党アカウントのフォロワー数は20%、候補者アカウントは55%増加した。とりわけTikTokでは政党全体でフォロワー数が3倍に増え、ヴェントゥーラを含む6人の候補がアカウントを開設。こうした背景のもとで、SNS上では候補者が政党そのものよりも広いリーチを持つようになった（総フォロワー数：候補者2.5M、政党2.2M）。
その中でヴェントゥーラは、Facebook、Instagram、TikTokのいずれにおいても候補者全体の6～8割の注目を集めた。投稿ごとの平均インタラクション数は18,500件と、他候補（マリアナ・モルターグアやペドロ・ヌーノ・サントス）の6倍以上。Facebookに限れば1投稿で39,000件の反応を得る例もあり、政党アカウントの平均（6,500件）とも大きく乖離している。
プラットフォーム別の特性と感情反応
投稿数ではX（旧Twitter）が最も多く、全体の72%を占めたが、反応（コメント、共有、リアクション）で最多だったのはFacebookで、全体の46%。InstagramとTikTokは投稿数が少ないものの、1投稿あたりの反応率が極めて高い。とくにTikTokでは1投稿あたりの平均再生数が6万件を超えており、少数の投稿で広範な注意を獲得している。
メディアアカウント（SIC Notícias、CNN Portugalなど）が多くの言及を行うFacebookでは、政治的な事件に対する感情的な反応が集中した。特に注目されたのが、選挙終盤に起きたヴェントゥーラの体調不良に関する投稿である。これはFacebook、Instagram、TikTok、Xのすべてにまたがって大量拡散され、単独で100万再生超を記録した例もある。
論点の変化：汚職から移民へ
過去のポルトガル選挙では「汚職」が中心的なテーマであったが、2025年は明確に「移民」へと関心が移行した。報告書では、2022～2025年の3回の選挙におけるFacebook投稿の傾向を比較しており、表示回数で見ると移民関連投稿は約2100万回、汚職関連は400万回と、およそ5倍の差がついている。
この「移民」テーマの広がりには、特定の誤情報やナラティブが重要な役割を果たしている。たとえば、2025年にAIMA（移民庁）が違法滞在者に対して発した通知に関する投稿群（クラスター1）は、総投稿数はそれほど多くないにもかかわらず、怒りのリアクション（😠）は最大級だった。感情的な分極化を呼び起こすテーマとして「移民」は極めて効果的に機能したといえる。

- Goaの映像を使った「国籍売買」説や、不法占拠に関する誤情報が連動
- 「ポルトガルのイスラム化」
- 風刺として作成された「イスラム政党」ページが、本物と誤解されて拡散
- 若年層に向けた「投票しないとイスラム国家になる」という扇動動画も出現（再生数120万）
- 「50年の腐敗」
- 1974年の民主化以降の政体そのものを否定する語り
- Chegaが「体制内政党はすべて同じ」という反政治的言説を拡散
- 例：「PSやBEは移民と引き換えに票を買っている」とする動画（再生数35万）
これらの語りは互いに補完的であり、共通して「制度への不信」「感情的動員」「敵対的分断」を促進する設計になっている。
ボットなき協調行動──匿名ネットワークの構造
この選挙では、従来のような自動ボットの使用は確認されていない。一方で、Instagram上を中心に、匿名・偽名アカウントによる協調的投稿ネットワークが存在していた。
これらは相互にフォロワーを共有し、同一の投稿をほぼ同時にアップする。プロフィールは抽象的で、政党名を直接出さずに「右派」的イメージだけを醸し出す設計がされている。報告書では、これは「高度に動員された個人による非自動協調行動」とされており、運営の主体はおそらく数名の人間だが、実質的にはプロパガンダ機構として機能している。
「偽アカウント」の錯誤──反偽情報が偽情報になるとき
象徴的な事例として、イスラエル系企業Cyabraが発表した「Chega支持のXアカウントの58%が偽アカウント」という主張がある。このデータはCNN Portugalを含む複数メディアに報道されたが、報告書ではその定義の曖昧さが批判されている。
