ジャーナリズムの定義が揺らいでいる。2025年3月にCenter for News, Technology & Innovation（CNTI）が発表した国際調査報告書「What It Means to Do Journalism in the Age of AI」は、63カ国433名のジャーナリストを対象に、報道と非報道の境界、政府との関係、AIの影響、安全対策などを調査し、いま「何がジャーナリズムか」が制度的・社会的に不安定化していることを明らかにした。
ジャーナリズムの価値が見えなくなっている
かつては新聞紙面や放送スタジオといったフォーマットが、ジャーナリズムの輪郭を明確にしていた。しかし、SNSとCMSによるビジュアルの画一化、市民による目撃報告やオピニオンの拡散、報道機関自身のブランド後退により、「報道らしく見えるもの」が氾濫している。
実際、CNTIの調査によれば米国の記者の76%が「市民は報道とそれ以外を見分けられていない」と答えた。一方、ナイジェリアでは70%の記者が「見分けられている」と考えており、この地域差は報道の制度的位置づけや受け手の経験に根ざしている。
ジャーナリズムの定義に関して記者たちが挙げたキーワードは「検証」「分析」「客観性」「市民の参加を促すこと」などだが、そのような理想が伝わっていない現状に強い危機感が共有されている。
「定義」は誰がするのか──国家が線を引く危うさ
では、「報道とは何か」を誰が定義すべきなのか。CNTIの調査では、記者の4分の1が過去1年に政府からの圧力を直接受けたと回答している。内訳は、苦情（34%）、取材拒否（29%）、検閲（21%）、拘束・拘留（5%）と深刻だ。
注目すべきは、政府が報道の定義や資格を法的に決めようとする動きが、報道弾圧の手段になっていることだ。報告書では、エジプトやインドの例として、報道許可制の濫用が外国人記者の排除に使われていることが挙げられている。
このような背景から、調査対象のジャーナリストの75%以上が「政府が報道の定義に関与すべきではない」と回答している。定義を握ることは、報道を操作する権限を意味するからだ。
AIは味方か敵か──効率と不信の二面性
記者たちはテクノロジーの導入自体には前向きだ。69%が「テクノロジーは報道の質を向上させる」と回答している。しかし、AIに限れば態度は二分され、**肯定36%、否定21%、中立38%**と割れる。
興味深いのは、グローバルサウスの記者の方がAIに肯定的だという点だ。たとえばナイジェリアでは62%が「AIは報道に良い影響を与える」と回答している。リソースの乏しい環境では、AIが時間とコストを節約する「必要な代替手段」として期待されている側面が強い。
一方、グローバルノースではAIへの警戒が強く、AIによる「なりすまし」被害を実際に経験した記者は17%にのぼる（顔の偽造15%、声の偽造10%）。これは、単なる理論上の懸念ではなく、実在のリスクとして現場に浸透し始めていることを示す。
「安全対策」が追いつかない現場の実態
報道活動の物理的・デジタル的なリスクは高まっているが、安全対策は追いついていない。たとえば：
- 暗号化通信アプリ（Signalなど）を主要な通信手段にしている記者はわずか15%
- メールと電話が依然として中心手段であり、特に自由度が高いはずのリベラル民主主義国家の記者ほどメール使用率が高い
- 機器の更新頻度においても、リスクが高い地域ほど実は対策が遅れている傾向がある（費用の問題）
興味深いのは、最もリスクに晒されている記者の方が「対応能力に自信がある」と答える割合が高いという逆説的傾向である（36%が「非常に自信がある」）。経験が「慣れ」を生み、自己効力感が高まっているのだが、それが制度的な安全とは必ずしも一致しない。
残るのは、「記者とは誰か」という問い
この報告書は、「AI時代における報道とはなにか」という技術論を超えて、ジャーナリズムという制度の輪郭とその定義権をめぐる争いを描き出している。政府による定義、プラットフォームによる流通制御、AIによるコンテンツ生成──これらすべてが、何が報道か、誰がジャーナリストか、という問いを根底から揺るがしている。
CNTIが提示したのは、技術の導入か否かではなく、「公共に奉仕する報道の条件とは何か」という根源的な問題である。そして、それは今後もAIや国家によって書き換えられうる境界線なのだ。
