クラスター2：ウイグル人活動家と「反移民」言説の注入
35アカウントで構成されるこのクラスターは、ウイグル人権擁護者ルーシャン・アッバスとドルクン・イサを主標的とする。1月23〜25日の3日間に18アカウントが@AHakimIdrisと@RushanAbbasをタグした同一ツイートを投稿し、多くが1分以内に発出されている。一連のアカウントは「不倫スキャンダル」のナラティブを反復することで両名の代表性を否定しようとする手法を採用した。
同一のスキャンダルナラティブが2025年9月18日付でbostonjournal[.]netに掲載されており、Googleの脅威インテリジェンスグループが露出させたPRC系インフルエンス工作「GLASSBRIDGE」と深圳博文メディアが運営する偽装ニュースサイト群との接続が確認されている。

クラスター3：高市早苗首相を標的とした選挙介入
2月8日の衆議院選挙を挟む時期に集中して活動した日本標的クラスターは、X上の35アカウントとTumblrの9チャンネルで構成される。Tumblrブログ7件が2026年1月18日という同一日あるいは翌日に開設され、ほぼ同時刻に投稿するスケジュール投稿パターンを示しており、協調の証拠として記録されている。

少なくともX上30アカウントで構成されるこのクラスターは、英語とスペイン語を併用して米国のホンジュラス選挙への介入を主張した。1月15日に3アカウントが4分以内に同一ツイートのバーストを投稿し、コロンビア系米国人ジャーナリスト・Patricia Janiotの投稿への返信に複数アカウントが「米国が開票を操作した」とする同一内容で殺到した事例も記録されている。スペイン語投稿に不自然な文法・句読点の誤りが反復して見られ、中国語からの機械翻訳と解釈される。英語投稿中に中国語文字が混入する事例も確認されている。11アカウントが香港を所在地として表示し、投稿時間帯はCSTの就業時間帯（UTC0〜3時およびUTC7〜9.5時）の2窓口に集中している。ホンジュラスが標的となった背景としては、選挙で勝利したナスリー・アスフラが台湾との外交関係回復を公約として掲げており、中国が2023年に獲得した同国との国交承認を逆転させる可能性があったことが指摘されている。
Spamouflage/DRAGONBRIDGEとの連続性と規模評価

分析上の留保
FDDの政治的立場という構造的問題は本報告書の評価において避けられない。帰属の技術的根拠——投稿タイミング・ハッシュタグセット・中国語混入・プラットフォーム接続情報——はSpamouflageとの戦術的類似性として説得力を持つが、「中国国家の直接指揮下にあるか」対「親PRC的立場を持つ独立アクターか」という区別は本報告書の範囲内では断言されていない。OpenAIの脅威報告書との独立した部分的重複、およびReutersの取材対応（Googleスポークスマンによるドラゴンブリッジの「最活発」評価を含む）が、FDD単独の発見に対する外部検証として機能している点は記録に値する。
