第二層は、物理的サボタージュの実行者を「トークン化」するメカニズムである。情報機関は、訓練された諜報員を展開するのではなく、経済移民、犯罪者、政治不信層、精神疾患を抱える個人など、将来性のない“disposable”な人間をオンラインでリクルートし、暗号通貨で報酬を支払う。倉庫火災、鉄道ロジスティクスの妨害、軍基地付近のドローン撮影などの事件は、実行者の背景を「鉄道愛好家」「YouTuber」「地元犯罪グループ」といった物語で覆い隠すことで、政治性を低減させる。意図（情報機関）と実行（使い捨て工作員）の分離により、国家の関与を痕跡レベルまで薄める点がこの層の核心となる。
Layer 3：Expanding Scalable Disruption

五段階ナラティブ‐作戦サイクル――事件と物語の同期構造
報告書の独自性が最も明瞭に現れるのが、この「五段階サイクル」である。第一段階の Narrative priming では、NATO“挑発”、制度の腐敗、難民優遇、政府無能といったフレーミングが先行投入される。第二段階で Kinetic marker が発生する。倉庫火災、鉄道妨害、ドローン侵入など、被害規模は大きくないが、曖昧な意図をもつ事件が選ばれる。第三段階の Narrative coupling では、事件を先行ナラティブに強制的に接続し、「政府の隠蔽」「NATOの挑発」「国家の無能」などの解釈がSNS空間に埋め込まれる。第四段階では制度反応が利用される。政府広報の矛盾、警察発表の遅延、メディアの不一致が「欺瞞」「無能」の証拠として再利用され、事件は制度不信の燃料となる。第五段階で Reset が行われ、同規模の微小事件が新たに投入され、全過程が再起動する。この循環は単発の破壊ではなく、信頼の漸減スパイラルを形成し、社会の認知的安定性を長期的に弱める。
西側の盲点――四つの制度的欠陥
報告書は、西側諸国が依然として旧来型の脅威モデルに依存している点を主要な問題として指摘する。第一に Cognitive deficit がある。小規模事件を犯罪、偽情報を情報操作として別々に扱い、両者が結合してフィードバックループを形成するという構造を統合的に把握できていない。第二に Systemic gap がある。カウンターインテリジェンス、サイバー防衛、国内政策が分断され、攻撃側が複数領域を跨ぐと追跡が困難になる。第三に Interoperability deficit。欧州加盟国間でのデータ共有が限定され、事件の連続性が可視化されない。第四に Regulatory void。外国の影響力行使を透明化する法制度（米国のFARAに類する仕組み）が存在せず、偽メディア運営や資金流を把握しづらい。この四つの欠陥は、事件・ナラティブ・制度反応の循環を止められない理由として位置づけられる。
認知防衛の再設計――報告書が提示する方向性
報告書は、認知防衛を中核に置く攻勢的姿勢への転換を提案する。AI・OSINT・ナラティブ分析・情動トレンドの組み合わせによる認知早期警戒システム、ロシア・ベラルーシの亡命者コミュニティを反影響力資産として組成する仕組み、欧州版FARAとして機能する外国影響力登録制度、象徴的反転やmemetic技法を含む限定的反撃作戦、そして NATO・EU の危機計画に認知戦シミュレーションを組み込むことが挙げられている。三層モデルと五段階サイクルが示すように、攻撃は長期・累積・多領域であり、防衛側が反応に遅れ続ければ破壊は低コストで継続可能となる。防衛の焦点は、情報削除や事実提示ではなく、循環のどこで介入し、どの層の構造を切断するかの制度設計に移行する必要がある。
おわりに
本報告書が強調するのは、認知戦の勝敗は攻撃者の強さではなく、防衛側の惰性と制度疲弊によって決まるという点である。攻撃の主戦場は領土ではなく信頼であり、事件の規模ではなく、事件と物語と制度反応が作る循環構造が破壊力をもたらす。ロシアおよびベラルーシの情報機関が展開する三層アーキテクチャは、西側の制度的断絶を突き、低コストで持続的な社会的疲弊を実現する。これを正確に理解し、複数領域の統合的な認知防衛へ移行しない限り、欧州社会は断片化と不信の累積圧力に晒され続けることになる。
