Media Freedom Rapid Response（MFRR）が発表した「Monitoring Report 2024」は、EU加盟国および候補国における報道の自由の侵害を詳細に記録し、その全体像を明らかにしている。本レポートによると、2024年には1,548件の報道自由の侵害が確認され、影響を受けたのは2,567名のメディア関係者または組織にのぼる。

MFRRのレポートは、欧州全域でジャーナリストが直面する主な脅威を分析している。
最も多い攻撃の種類：

1. スプーフィング攻撃とディープフェイク
2024年は、偽情報がスプーフィング攻撃（なりすまし）という形で拡散されるケースが急増した。
- ディープフェイクを用いた偽のニュース映像（実在のジャーナリストや報道機関を模倣）
- 偽ニュースサイトの作成（信頼性のある報道機関を装い誤情報を流布）
- なりすまし広告（著名ジャーナリストを騙り、詐欺的商品を宣伝）
特に、ロシアによるDoppelgänger作戦と呼ばれるサイバー攻撃が発覚し、欧州のメディアサイトをクローン化して偽情報を拡散する手法が明らかになった。
2. 選挙期間中の偽情報拡散
2024年は「スーパー選挙年」と呼ばれ、多くの国で地方・国政選挙、そして欧州議会選挙が行われた。その中で、以下のような政治的偽情報キャンペーンが活発化：
- 候補者や政党に関する虚偽の報道
- メディアへの圧力（報道内容の検閲や政治的な編集介入）

フランスではオリンピック関連の水質汚染に関する偽動画が拡散し、ドイツ、スペイン、ギリシャでは森林火災や洪水をめぐる偽情報が出回った。

「偽情報対策」そのものが報道の自由を抑圧する手段として使われている国もある。
- トルコでは「偽情報拡散」の罪でジャーナリストが逮捕・拘束
- ウクライナでは、政府がジャーナリスト監視を強化
- ジョージアでは、外国資金を受けたメディアを「スパイ」とみなす法案が再提出
これにより、政府に批判的な報道ができない環境が生まれ、市民がアクセスできる情報が制限されるリスクが高まっている。
報道の自由を守るために
MFRRの報告書は、偽情報と報道自由の関係を改めて明らかにしている。偽情報対策は必要だが、それを口実に政府が報道をコントロールする傾向が強まっていることが最大の懸念点だ。
