たとえば「移民は社会保障を悪用している」とする言説は、SNSでの拡散を経て政党・新聞・政治家によって増幅され、2016年には難民を憎悪煽動の対象と明記する法改正を招いている。あるいは「コロナワクチンは病気を引き起こす」「政府はチップを埋め込もうとしている」といった言説は、新党MfGの誕生や医療関係者の自殺といった実社会の事象に結びついている。
また、2024年以降には「ウクライナの戦争は演出」「ゼレンスキーの不正資産」などの情報がTelegram等で拡散し、オーストリアを対象にしたロシアの影響工作の存在も公式に確認された。
3. ナラティブとしての偽情報とその持続性
偽情報の多くは単発の虚報として終わらない。報告書では以下のような持続的ナラティブが確認されている。
- ムスリム男性＝危険：2006年に発信された「聖ニコラウス禁止」デマは未だに語られ続け、極右テロ犯ブレイビクのマニフェストにも引用された。政治的には「統合の必要性」や「反ユダヤ主義の輸入」という論点に変換される形で制度化している。
- 風力発電＝健康被害：再生可能エネルギーに反対する動きがカリンシア州で住民投票にまで発展。誤情報を根拠に風力発電の導入が実質的に停滞した。
- EU＝陰謀：昆虫食品の成分表示を巡って「EUが秘密裏に虫を混入させる」という誤情報が拡散。反EU感情と結びつき、2024年の欧州議会選挙でも活用された。
いずれも「他者への疑念」と「国家／制度への不信」が交差する構図を持っており、ナラティブの反復と変形によって長期的に再生産されている。
4. ファクトチェックの多層構造と限界
報告書では、オーストリア国内で活動するファクトチェック機関としてAPA、Profil Faktiv、Kobuk、GADMOなどが挙げられている。とくにAPAはIFCN加盟の正式な検証機関として信頼されており、健康分野ではMedizin Transparent、若年層向けにはBAITなど、対象ごとの多層構造が形成されている。
ただし、報道審議会の判断には法的拘束力がなく、謝罪や訂正の義務もない。結果として、制度的なインセンティブに乏しい環境の中で、ファクトチェックは「倫理」に依存した自律的対応にとどまっている。
5. 法制度の空白と政治的対応の遅れ
偽情報そのものを罰する条文（刑法§264）は2015年に廃止されており、現在はヘイトスピーチ（§283）やプライバシー・著作権侵害を通じて断片的に対応しているのみである。
2025年発足の連立政権は、政策文書に初めて「偽情報とディープフェイクへの対処」の必要性を明記したが、具体的立法には至っていない。報告書が暗に示すのは、「偽情報は制度の隙間をついて機能する」という事実である。
このレポートが示すのは、偽情報が社会の「亀裂」に宿り、その再生産構造と制度の対応力が拮抗しているという構図である。オーストリアの事例は、ナラティブの蓄積が政治・法・文化の層を越えて連動しうることを端的に示している。問題は、こうした構造がオーストリアに固有のものではないという点にある。
