スペインとポルトガルを中心に活動するEDMO地域拠点IBERIFIERは、2025年10月、報告書D3.1「Disinformation on Social Networks」を公表した。対象はCovid-19、気候変動、ジェンダー関連の三領域。いずれも瞬間的なフェイクではなく、何年も社会的対立を生み続けるテーマである。IBERIFIERの狙いは、誤った主張を訂正することではない。研究者たちはこう書く──“What matters is not what is said, but how it circulates.”（重要なのは「何が語られたか」ではなく「どう循環したか」だ）。偽情報をテキストとしてではなく、ネットワーク現象として記述すること。これが本報告書の出発点である。
Telegramに潜む反復的ネットワーク
最初の分析対象はTelegram。チームは2019年から2025年にかけて活動した491の公開チャンネルを手作業で特定した。そのうち、再投稿を主要な活動とするチャンネルが122。全体の投稿のうち約8,000件が虚偽情報として分類され、4,252件を分析対象にした。メッセージはすべてTransformer埋め込みモデルでベクトル化され、類似度閾値0.83以上の組を「内容的再利用」として連結。こうして現れたのがSLIC（Source-Linked Information Cascade）という単位である。
典型例を挙げる。2021年4月、スペイン語チャンネル「Salud Natural」が「ワクチンはDNAを変える」という投稿を出した。2時間後、ポルトガル語の「Desperta Portugal」が「政府がDNA改変を隠している」と再投稿。翌日には宗教系チャンネルが「神の設計を汚すワクチン」と書き換えた。文体は変わっても、語彙の核──“DNA”“危険”“真実”──は保持されている。NETINFアルゴリズムで再投稿関係を可視化すると、発信源を中心に数百ノードが放射し、やがて元のチャンネルに向かって戻るループ構造が現れた。報告書はこれを「鏡像的増殖（mirror-like replication）」と呼ぶ。新しい主張はほとんど生まれず、既存の文をわずかに変形して再送するだけで、投稿数は幾何級数的に膨張する。Telegramにおける偽情報とは、人間の意図よりも模倣構造そのものが自己増殖する現象であった。
分散プラットフォームの瞬発的拡散──Twitter/X
Twitter分析はAcademic APIが閉鎖される2023年6月直前に行われた。収集データはスペイン語・ポルトガル語投稿2万件、うちファクトチェック付きURLを含むもの約1,000件。Covid-19関連デマはブラジル圏が中心で、最も拡散した投稿は「ファイザー社のワクチンにナノチップが含まれる」という主張。ブラジルでは“chip no sangue（血中チップ）”、スペインでは“microcontrol en las vacunas”と表現され、構文パターンは変わっても意味の骨格は同一だった。
興味深いのは、同一文面のコピー投稿が全体の1.8%しかなかったことだ。残りは語順や文体を変えた派生表現であり、IBERIFIERはこれをsemantic mutation（意味的変異）と呼んでいる。テキスト埋め込みモデルでの類似度分布は二峰性を示し、0.9以上の“ほぼ同一”グループよりも、0.7〜0.8の“派生型”グループが圧倒的に多い。偽情報はコピペではなく、翻案によって生き延びる。
拡散の時間構造もTelegramと対照的だ。特定テーマが数日単位で急上昇し、すぐ消える。2020年4月の「マスク輸送妨害」デマは24時間で4,000件超リツイートされ、翌週には完全に沈静化した。報告書はこの挙動を「burst-type contagion（一過性感染型拡散）」と定義している。
反論もまた拡散を生む
Twitterでは、ファクトチェック記事のURLを含む投稿が偽情報と同じハッシュタグ空間で混在していた。たとえば気候変動を否定する投稿の下に、科学誌の記事を引用した反論が数分以内に現れる。しかし拡散解析では、ファクトチェック投稿よりも原文デマの再利用数が20倍近く多かった。しかも反論ツイートの文面が後に別のユーザーにより引用され、「科学者は嘘をついている」と逆転利用される例が多発した。IBERIFIERはこれを反証の再利用（reuse of rebuttal）と呼ぶ。反論が情報流を止めるのではなく、模倣素材として再吸収される。ここに、ソーシャル空間の非線形性がある。
スタンス検出モデル──AIが読み違えた社会文脈
IBERIFIERはLLMを用いた自動スタンス検出も試みた。対象は1,594媒体から収集した16,249記事で、EFE Verifica、Maldita.es、Newtral、Polígrafo、Verificatなど計5,516件のファクトチェックと照合。Qwen2.5-72B-Instructを基盤モデルとし、英語・スペイン語・カタルーニャ語の3言語で“支持・反論・無関係”を分類した結果、整合率は82%。だが誤分類の傾向が示唆的だった。カタルーニャ語の記事「独立を求める声が弾圧されている」は、政治的報道であっても“賛同”と判定されやすい。LLMは文の構造を理解しても、その発話の社会的位置づけを理解しない。報告書は「AIは文を読むが文脈を読まない（AI reads sentences, not situations）」と記す。この部分に、AI検証の限界と、文化的符号をどう扱うかという課題が露出している。
DSA以降の研究アクセス──制度を待たずに始める
2025年7月に施行されたDigital Services Act第40条は、研究者のためのプラットフォームデータアクセス制度を創設した。しかしIBERIFIERの研究はその前から行われていた。Academic APIの縮小やTelegramの非公開化が進む中で、チームは公開情報のクロールと匿名化処理を組み合わせ、実質的なデータアクセスを確保した。報告書ではこれを「de facto access（事実上のアクセス）」と呼ぶ。制度的アクセスが整う前に、研究者自身が観測の回路を構築していたという点で、IBERIFIERはDSA時代の先駆的ケースとなっている。
模倣が模倣を生む生態系
IBERIFIERの観察を貫くのは、模倣の自己増殖である。Telegramでは、少数のハブチャンネルが同一内容を再帰的に複製し、Twitterでは無数のユーザーが意味を変えて派生表現を生む。偽情報とは「誤った情報」ではなく、模倣の構造が可視化される現象だ。報告書はこの構造を数学的に「再帰ネットワーク（recursive network）」としてモデル化し、伝達を担うノードの半数以上が同時に受信者でもあることを示した。これは、情報の発信と受信の境界が消失した状態、言い換えれば自己参照的エコシステムの成立である。
この構造を理解することが、今後の偽情報対策の核心になる。正誤の判定ではなく、再利用と翻案の経路を検知し、どの部分に介入すれば再帰連鎖を断てるかを明らかにする。IBERIFIERは、偽情報を“内容”から“構造”へと移した。事実を訂正する時代から、流れを制御する時代への転換点にある。
